ESA has released an Announcement of Opportunity to partner in the definition of a mission to create water or oxygen at the lunar surface before 2025.

The results of this initial phase will inform follow on activities and a decision on implementation expected in 2019.

Three areas are targeted:

- Commercial lander services
- Commercial communications services
- In Situ Resource Utilisation demonstration payload
